Tourism Business Improvement District Application for Funding

 

We are pleased you have requested an application to apply for Tourism Business Improvement District (TBID) funding.  The purpose of these funds is to grow our tourism economy through increased visitor spending in Helena lodging establishments.  Other tourism partners such as retail, restaurant and attractions will also benefit from increased visitation.  The purpose of these funds must be in keeping with the TBID’s mission to increase “heads in beds.”  Funds will be granted based on room nights generated.

Eligible Expenditures
These funds are made available through the lodging facilities of Helena.  For every occupied room night, guests are assessed $1.00 that is returned to Helena. The Business Improvement District Law, Montana Code Annotated 2007, 7-12-1101 through 7-12-1144 as amended, for the funding of all uses and projects for tourism promotion within Helena as specified in the Helena Tourism Business Improvement District budget.  Revenue collected from this assessment must be used for activities and expenditures designed to increase tourism, events and convention business.

The purposes for which the assessment collected shall be used are the statutory purposes set forth in the Business Improvement District Law, Montana Code Annotated 2007, 7-12-1101 through 7-12-1144 , for one or more of the following purposes:

  1.  The funding of all uses and projects for tourism promotion within Helena as specified in the Helena TBID budget.
  2. The marketing of convention and trade shows that benefit local lodging and tourism business in Helena; and
  3. The marketing of Helena to the travel industry in order to benefit local tourism and the lodging business located within the Helena Tourism Business Improvement District; and
  4. The marketing of Helena to recruit major events in order to promote local tourism and to benefit the lodging businesses within the Helena Tourism Business Improvement District.

Criteria
Applicants that meet the eligibility requirements above may be awarded funding based upon:

a)       a proven or qualified ability to generate a minimum of 100 hotel-motel room nights

b)      higher consideration will be given to events that are not during peak season (mid July to August) or historically high occupancy dates

c)       events must be new or changing in some dynamic way to attract additional room nights

d)       multi-day events are give higher consideration.

Applicants will be extended grants based upon the above criteria and will be awarded funds based on the amount of room njghts generated.

100 Room Nights –       maximum of $500 grant

101-200 Room Nights –           maximum of $1500 grant

201+                            maximum of $2,500 grant

A. PRINTED MATERIAL

Approved projects must agree to follow the rules and regulations set forth by the Helena TBID as outlined below:

The words “Helena, Montana” shall appear on all printed materials.

Include the following information on print projects:
•  The TBID’s web site www.helenamt.com
•  Our community’s brand logo “Learn to Live” – will be provided to all grant recipients.
•  Acknowledgement of grant on collateral: “Produced with support from the Helena TBID funds.”

Print/Internet Advertising•  All print and internet ads shall be coded to provide a means of evaluation through inquiry tracking if it is available.

•  Copies of ads and original invoices must be provided before monies are released.

•  Target audiences must be a minimum of 90 miles away from Helena, Montana.

Television and Radio Advertising

•  When appropriate, the words Helena, Montana shall be stated on all audio tracks produced.

•  An affidavit of media buy shall be on file at the organization upon completion of the project.

•  A copy of the audio/video tape shall be on file at the organization.

•  Target audiences must be a minimum of 90 miles away from Helena, Montana.

B. EVENT OR CONVENTION PROMOTION

The Helena TBID will be given the opportunity to have tourism materials and/or signage at the event.

  1.  All aspects of the event/convention must be approved by the TBID.  If any part of the event/convention is deemed inappropriate, funding may be in jeopardy.  (ie: no adult style entertainment, no discrimination, no political/candidate promotion, other exclusions may apply at the discretion of the TBID.)
  2. No direct cash subsidy will be given to the organization.  Financial assistance may be used for rental assistance, transportation assistance and other expenditures deemed appropriate by the Helena TBID.
  3. Non-profit and/or Not For Profit events will be given preference.  Documentation must be provided upon request.


C.  OTHER

  1.  Awarded money will not be retroactive.  (ie. TBID will not pay for advertising/promotions/
    obligations/other contracted for by the event prior to grant being awarded.)
  2. Other rules, regulations, policies, and procedures pertaining to this grant are at the sole discretion of the TBID.
  3. Grant/Award winner must provide a wrap-up report and samples of produced pieces to the TBID Board of Directors upon completion (within 10 days of event/convention closure).  20% of awarded funds will be withheld until this report is received.

Process

2.  Grant applications will be reviewed by the TBID Board of Directors at their regularly scheduled meetings on the third Wednesday of every month.  Grant applications MUST be received the Wednesday prior to the board meeting for consideration in the same month.  TBID staff will be sure to indicate this date.
3.  Failure to comply with any of the criteria listed here may require full repayment of TBID monies from the awarded organization to the TBID Board of Directors.
